It shall be unlawful for any person, for any reason, to park or leave unattended,
any vehicle within the garage area on the east end of the basement of the parish courthouse,
or to in any manner block or impede passage in and out of the garage area without
obtaining the specific permission of the director of buildings and grounds, or in
the event of his unavailability, the parish sheriff.
