§ 2-180. Justification for purchases; general procedures and guidelines.

  • (a)

    Every effort should be made to prepare necessary documents for submission to the purchasing department for equipment, materials, and supplies, which require advertised bidding, as far in advance as possible in order to prevent mistakes caused by hasty decisions. This can be avoided by careful attention to budget and work planning. When specifications have been prepared, they will be submitted to the purchasing department for review, along with any special instructions required for this bid purchase. The purchasing department will review the specifications.

    (b)

    There will be no division of purchase orders for the purpose of circumventing state law limitations relating to the purchase of supplies and materials without advertising or emergency authorization for the purchase.

    (c)

    Luxury or semiluxury items such as furniture, carpeting, curtains, pictures, etc., will require appropriate commission approval.

    (d)

    All equipment required for replacement shall be justified by the department head. Items to be replaced shall be properly accounted for through the commission inventory system.

    (e)

    All items covered by state contract are exempt from bid requirements as long as such items are of reasonable market value.
