§ 42-103. Vehicle loads to be secured.

  • It shall be unlawful for any person or corporation, in person or by his or its agent, employee or servant, to use any vehicle to haul any kind of dirt, rubbish, waste articles, forest products or other substances, whether solid or liquid, unless such vehicle is covered or the materials being hauled are confined in such a manner as to prevent all or any part of the load from spilling or dropping from the vehicle at all times while such vehicle is in motion on any street or road in this parish. All vehicles and equipment used for the purpose of hauling such materials shall be tarped, netted, tied, chained, covered or otherwise confined in such a manner as to prevent the materials from spilling, blowing or otherwise being deposited on any street, road or right-of-way.
