Under and by virtue of the authority conferred by R.S. 33:3811, a waterworks district
is hereby created within the parish, which waterworks district shall be composed of
territory outside the corporate limits of any municipality and shall include, comprise
and embrace all of that territory within the following described boundaries, to wit:
