§ 44-899. Governing board.

  • (a)

    Communications District Number One of Caddo Parish shall be governed by a board of commissioners composed of seven members who shall be qualified electors of the district and shall be appointed by the parish commission. All appointments of members shall be for terms of four years.

    (b)

    Four of the board members shall be appointed from nominees of the mayor of the City of Shreveport which have been approved by the Shreveport City Council. One of the board members shall be appointed from a nomination of the sheriff of the parish. In the event that a nomination is not received by the parish commission prior to the expiration of the term of the person previously holding the position for which the appointment is to be made, the parish commission may, in its discretion, select the person to be appointed. Should the parish commission fail to appoint or reject a proper nominee from the City of Shreveport or the parish sheriff within 60 days of the removal or expiration of the term of the person previously holding the position for which the appointment is to be made, whichever later occurs, the nominee shall be deemed to have been appointed for the balance of the term for which nominated.

    (c)

    At least two board members shall be appointed from qualified electors of the district domiciled outside the City of Shreveport.

    (d)

    No person may be appointed to the board who is an officer, agent, or employee of the parish, of any municipality, or of any business, governmental subdivision or other entity which provides emergency medical, fire, or law enforcement response services.
