§ 48-24. Final plat of subdivision.

  • The following items are required to be shown on a final plat of subdivision:

    (1)

    Items pertaining to the title.

    a.

    Name of subdivision and unit number;

    b.

    Location by section, township, range, parish, state;

    c.

    Name of owner, name and seal with registration number of a registered surveyor, certification by the surveyor that the plat conforms to all regulations and requirements of this chapter;

    d.

    Scale: One inch equals 100 feet, or as approved by the department of public works;

    e.

    Date.

    (2)

    Graphic items pertaining to the plat.

    a.

    Boundary of the proposed subdivision with accurate distances and bearings, measurements to be third order or better under government standards.

    b.

    Exact location and width of all streets and crosswalk ways within and adjoining the plat and surface type of same.

    c.

    Bearing and distances to the nearest section corner, quarter section corner or center of section, if same has been established, with section, township and range numbers shown.

    d.

    Names of streets within and adjoining the plat. All streets must be named. The names of new streets shall not duplicate or too closely approximate phonetically the name of any other street in the parish and be approved by the U.S. Postal Service.

    e.

    Lengths of all arcs, radii, internal angles, points of curvature and tangents.

    f.

    All easements for rights-of-way provided for public services or utilities, including purposes and any limitations of such easements. Five feet across the rear of all lots, or where necessary, as determined by the department of public works and the utility companies.

    g.

    All lots shall be numbered consecutively in a new subdivision. On resubdivision of an existing subdivision, all lots shall be numerically numbered starting with lot 1. All lot lines shall show accurate dimensions in feet and hundredths, and with angles related to street and crosswalkway lines.

    h.

    Accurate description of location, material and size of all monuments at all lot corner points; also on all corner and angle points of subdivision boundary.

    i.

    Accurate outlines of any areas to be dedicated for public use, with the purposes indicated thereon, and of any area to be reserved by deed covenant for common use of all property owners in the subdivision.

    j.

    Building setback lines shown graphically along all streets, with dimensions.

    k.

    The developer shall provide a topographical map of the area to be subdivided. This map is to be prepared by a registered surveyor and contour intervals are to be two feet in all areas covered by existing topo maps in the department of public works office. Elevations shall be based on current sea level datum.

    (3)

    Other items to be shown on final plat.

    a.

    Any restrictive covenants to apply to lots in the subdivision shall be signed by the owner and shall be printed on the subdivision plat or recorded in the office of the clerk of court of the parish with a notation on the plat. If restrictive covenants are filed or altered after the final plat has been recorded, a certified copy of same shall be furnished o the department of public works. A copy of the restrictive covenants may be required to be provided to the parish department of public works prior to the issuance of any developmental permits.

    b.

    Description of restriction on sanitary sewer easements, if such easements are involved.

    c.

    The following certification, signed by a professional surveyor registered in the state: "I hereby certify this subdivision conforms to all regulations and requirements of the Subdivision Ordinance of Caddo Parish."

    d.

    A space for the approval of the director of public works as to street layout, with a line for his signature and date thereof.

    e.

    A signed certification by the owner of his approval of the plat and the dedication of streets, easements and any other public areas.

    f.

    Approximate outline of any area below established flood stages, current flood zone information and FEMA map panel, community number and date thereof.

    g.

    Approximate outline of any area located within the Cross Lake Watershed.

    (4)

    Documents required.

    a.

    The final plat shall be drawn on sheets furnished by the clerk of court's office for recording in the plat book records of the parish. All signatures will be on these plats. Two positive reproducible copies to be made by photographing the signed final plat on a tear-resistant, minimum thickness 0.004-inch stable base film or Mylar film. One original, one reproducible and five copies shall be furnished to the clerk of court of the parish, and one reproducible and one digital PDF format shall be furnished the department of public works.

    b.

    If the assessor requires it, a duplicate original drawn on paper furnished by the assessor of the parish and drawn to his specifications, for the plat book system, shall be furnish to him by the developer.

    c.

    Prior to final plat approval, a tax certificate from the parish sheriff's office must be provided to the department of public works showing evidence that the ad valorem taxes are current on any parcel or parcels being subdivided.
