§ 48-178. Final plan.

  • (a)

    No subdivision shall be made of land within the jurisdiction of this planning commission without the preparation and recording of a plat of subdivision and in accordance with the provisions of this article. The final plat of subdivision is the official recordable plat. It may be submitted at any time within nine months following the planning commission's staff notice to proceed under the provisions of the subdivision preliminary plan, or within the extended time as approved by the planning commission.

    (b)

    The following items are required to be shown on a final plat of subdivision:

    (1)

    Items pertaining to the title.

    a.

    Name of subdivision and unit number.

    b.

    Location by section, township, range, parish, state.

    c.

    Name of owner; name and seal, with registration number, of civil engineer or surveyor, certification by engineer or surveyor that the plat conforms to R.S. 33:140.1 et seq.; also that it conforms to this article.

    d.

    Scale: One inch equals 100 feet.

    e.

    Date.

    (2)

    Graphic items pertaining to the plat.

    a.

    Boundary of the proposed subdivision with accurate distances and bearings; measurements to be third order or better under government standards.

    b.

    Exact location and width of all streets and crosswalkways within and adjoining the plat.

    c.

    Bearing and distances to the nearest section corner, quarter section corner or center of section if same has been established, with section, township and range numbers shown.

    d.

    Names of streets within and adjoining the plat. All streets must be named. The names of new streets shall not duplicate or too closely approximate, phonetically, the name of any other street in the metropolitan planning area.

    e.

    Typical street cross sections (or half-sections) at a scale of one inch equals ten feet, showing widths of roadways and location and widths of sidewalks. Where considerable cut and fill are involved, or wherever grading will affect adjacent properties, several actual cross sections showing proposed grading may be required, and their locations indicated on the plan.

    f.

    Three-line profile of each street, with final grades (including adequate extension, where necessary, as determined by the director of public works, beyond the subdivision boundaries) including any proposed storm sewer lines and inlets.

    1.

    Scale: Horizontal, one inch equals 20 feet.

    2.

    Vertical, one inch equals two feet.

    3.

    Drainage area: Runoff coefficient used in computation shall be shown.

    g.

    Plan and profiles of proposed sanitary sewer with grades and pipe sizes shall be shown at the following scale: One inch equals ten feet vertical. Sanitary facilities shall meet all state and parish health requirements and a certified letter of approval from the Caddo-Shreveport Health Department shall be submitted with the final plans.

    h.

    Lengths of all arcs, radii, internal angles, points of curvature and tangents.

    i.

    All easements for rights-of-way provided for public services or utilities, including purposes and any limitations of such easements. Five feet across the rear of all lots, or where necessary, as determined by the planning commission staff and the utilities companies.

    j.

    All lots shall be numbered consecutively in a new subdivision. On resubdivision of existing subdivision, all lots shall be lettered. All lot lines shall show accurate dimensions in feet and hundredths, and with angles related to street and crosswalkway lines.

    k.

    Accurate description of location, material and size of all monuments at all lot corners and angle points; also on all corner and angle points of subdivision boundary.

    l.

    Accurate outlines of any areas to be dedicated for public use, with the purposes indicated thereon; and of any area to be reserved by deed covenant for common use of all property owners in the subdivision.

    m.

    Building setback lines, shown graphically along all streets, with dimensions.

    (3)

    Other items to be shown on final plat.

    a.

    Any restrictive covenants to apply to lots in the subdivision other than those set forth in the zoning ordinance, or other ordinances of the parish or city, shall be signed by the owner or owners and shall be printed on the subdivision plat or recorded in the office of the clerk of court of the parish with a notation on the plat. If restrictive covenants are filed or altered after the final plat has been recorded, a certified copy of same shall be furnished the planning commission and the city engineer or parish director of public works.

    b.

    Description of restriction on sanitary sewer easements, if such easements are involved.

    c.

    The following certification, signed by a professional civil engineer or surveyor, registered in the state: "I hereby certify this subdivision conforms to all regulations and requirements of the Subdivision Ordinance of the City of Shreveport or the Caddo Parish Commission."

    d.

    A space for the approval of the planning commission, the city engineer and a space for the acceptance of the city council, and a space for the parish director of public works, approved as to street layout, with lines for the signatures and dates of each.

    e.

    A signed certification by the owner of his approval of the plat and the dedication of streets, easements and any other public areas.

    f.

    Outline any area inundated during the past 20 years.

    Documents required. The final plat shall be drawn on sheets furnished by the clerk of court for recording in the plat book records of the parish. All signatures will be on this plat. Two positive reproducible copies to be made, by photographing the signed final plat, on a tear resistant, minimum thickness 0.004 inch, stable base film with a silver emulsion equal to "Dupont cronaflex" or "Mylar" film or linen, and six prints shall be transmitted to the planning commission office for all subdivisions within the city and that part of the parish within the planning area. The original and one positive reproducible film shall be furnished the clerk of court. One print shall be furnished the parish assessor's office. One reproducible and six copies of complete plans and profiles for street improvements, water and sewer, shall be submitted to the planning commission for approval by the city engineer and public utilities department, prior to approval of the final plat by the planning commission. Street light location shall be shown, also.

    (5)

    Assurance of completion. Prior to the granting of any building permit or zoning certificate for the construction of a residence or other building on the subdivision, there shall be filed with the planning commission a certificate by the city engineer and public utility engineer and/or parish director of public works that the subdivider has complied with one of the following alternatives:

    a.

    That a contract, secured by a bond in an amount and with surety, or other evidence satisfactory to the city engineer and public utilities engineer and/or parish director of public works, granting completion of the job improvements which are shown on the subdivision improvement plan as the responsibility of the subdivider; or

    b.

    That all public improvements shown on the final plat of subdivision, necessary for the service and use for the residence or other building for which a building permit or zoning certificate has been requested, have been installed in accordance with the final plat of subdivision and this article.
