§ 38-3. Permits required for construction, placement or improvement of residential and commercial structures.

  • (a)

    No person shall, within the area of the parish lying outside incorporated municipalities, begin construction of any walled and roofed structure intended for human occupancy or for commercial or industrial use, nor place any mobile home or other prefabricated structure intended for such use, nor begin the undertaking of substantial improvement of any of the aforementioned structures without first obtaining a parish permit for such construction, placement or improvement from the office of the director of public works for the parish.

    (b)

    The fee for the permit shall cover the driveway installation permits fee required by section 40-2(d) for the installation of driveways, incidental by the permitted construction placement or improvement.

    (c)

    The permit fees shall be as established by the parish commission, from time to time.

    (d)

    Following any initial violation of this section, each day that the illegal structure shall continue to exist without permit, whether or not completed, shall be deemed a separate violation of this section. The violation of any provision of this section shall be punishable by a fine of up to $100.00.

    (e)

    A temporary utility permit will be issued for structures located in a flood zone and shall only be valid for 30 days following actual start of construction, repair, reconstruction, rehabilitation, addition, placement or other improvement. Upon receipt of an elevation certificate, a final utility permit will be issued.

    (f)

    No electrical utility company licensed to do or doing business in the parish shall install or connect any service, temporary or otherwise, to any structure or mobile home required to be permitted by this section until such permit has been issued.
